My primary case study for my PhD thesis pertains to contracting experience to build partner capacity in Afghanistan during the G.W. Bush and Obama Administrations. My interest in this topic has been driven by my professional experience bidding, winning, and managing contracts to support or build partner capacity on behalf of the USG.
I have supported such programming for over a dozen U.S. partner nations to provide security force assistance, support joint ISR requirements via the use of unmanned aerial systems (UAS), and deliver professional military education (PME) instruction. Prior to working in contingency contracting to support these efforts, I gained international experience during my time managing international educational programs in South America, sub-Saharan Africa, and Asia.
